A Budget PC Under Rs 25,000

Since the last time we did this article, the shift to dual-core processors has been near-complete. Single core processors have become virtually extinct, and with prices of powerful dual-core processors dropping below Rs 3,500, you don't need to consider anything else.

Another trend is that AMD is being replaced by a series of cheaper Intel C2D budget processors offering very good value for money. Keeping all this in mind, we present to you our latest iteration of the Rs 25,000 machine. As usual, wherever prices/specs have remained unchanged, we have simply carried the products forward.


CPU: Intel E2140

The E2140 is a very good CPU at its price point. This scaled-down C2D offers 1 MB L2 cache, runs at a FSB of 800 MHz, and has a clock speed of 1.6 GHz. Compared to a standard C2D these specs may seem rather cut-down, but this allows the processor to run much cooler. Those who like to tweak their systems can easily overclock the processor by pushing the FSB higher. Since it’s based on the Intel C2D system, it supports 64-bit processing and runs on the same 65nm core. We recommend this highly as the base of any budget system.


Motherboard: Biostar GF7050V-M7

Biostar is a no-nonsense motherboard maker and while its products don’t enjoy the same popularity as (say) an Asus or an Intel original, the company still manages to offer some excellent VFM products. The GF7050V-M7 is one such. Based on Nvidia’s GeForce 7050 / nForce 610i chipset, it offers full support for Intel’s C2D processor and comes with a single PCIe 16x slot, 1 PCIe x1 slot, 8 USB slots, 2 PCI slots, and 4 SATA 2 (3.0 GB) slots along with the token IDE connector. Graphics: Onboard (GeForce 7050 Chipset)

The GeForce 7050 chipset, introduced last year, is currently among the fastest available onboard graphical solutions for Intel-based systems. It's Vista-compatible, can scale up to 512 MB of VRAM (taken from system memory) and easily allows for low-level gaming. Sound: Onboard (5.1 Realtek ALC662 Audio Codec)Onboard audio has, over the years, rapidly increased in its quality of output and standard support. The codec used here is the ALC662, which is 7.1 capable and even supports S/PDIF output. This makes this chipset a great bargain as it offers excellent audio quality output and does it for free.

LAN: Onboard 10/100/1000 This is the standard Gigabit onboard 10/100/1000 LAN that gives a maximum transfer speed of 1000 Mbps. It's fast enough to take care of your broadband internet (most users have a connection speed of 256 Kbps or 512 Kbps).

Built on the SATA II platform, this drive has adequate storage. With its price now under Rs 2,500 the drive is not only affordable but can also easily hold all your movies and songs.

Optical Drive: Lite-On LH-20A1P

The market for ODDs has become totally VFM, with prices of blanks dropping to an all-time low. This is one segment where a single company’s lead has remained unchallenged for quite a while. म्युचुअल फंड में निवेश करना सस्ता हुआ

बाजार नियामक भारतीय प्रतिभूति और विनिमय बोर्ड [सेबी] ने छोटे निवेशकों के लिए म्युचुअल फंडों में निवेश करने का रास्ता और सुगम बना दिया है।

म्युचुअल फंड कंपनियों के लिए आफर डाक्यूमेंट की फाइलिंग फीस 0.03 फीसदी से घटाकर 0.005 फीसदी कर दी गई है। इसके साथ ही कस्टोडियन के लिए वार्षिक पंजीयन शुल्क 0.001 फीसदी से घटा कर 0.0005 फीसदी कर दी गई है। ये दोनों शुल्क म्युचुअल फंड कंपनियों को देने पड़ते हैं जिसकी वसूली वे छोटे निवेशकों से करते हैं। जाहिर है कि अब छोटे निवेशकों को इससे राहत मिलेगी। सेबी बोर्ड की बुधवार को यहां हुई बैठक में यह फैसला किया गया।

सेबी के चेयरमैन सीबी भावे ने बताया कि सेबी के पूर्णकालिक सदस्य वीके चोपड़ा की अध्यक्षता में गठित एक समिति ने सेबी के शुल्क ढांचे को तर्कसंगत बनाने का सुझाव दिया था। सेबी बोर्ड ने इन प्रस्तावों को स्वीकार कर लिया। इसके साथ ही आईपीओ के आफर डाक्यूमेंट जमा कराने पर दी जाने वाली फीस भी 0.03 फीसदी से घटा कर 0.005 फीसदी कर दी गई है। यह फीस अधिकतम तीन करोड़ रुपये होगी।

राइट इश्यू के लिए आफर डाक्यूमेंट जमा करने पर दी जाने वाली फीस की दर भी 0.05 फीसदी से घटा कर 0.005 फीसदी कर दी गई है। यहां पर अधिकतम फीस पांच लाख रुपये निर्धारित की गई है। बाई बैक के लिए आफर डाक्यूमेंट जमा करने पर फीस की दर 0.5 फीसदी से घटाकर 0.125 फीसदी कर दी गई है। यहां पर अधिकतम तीन करोड़ रुपये की फीस निर्धारित की गई है। वेंचर कैपिटल फंड्स के लिए रजिस्ट्रेशन शुल्क 10 लाख रुपये से घटाकर 5 लाख रुपये करने के प्रस्ताव को भी हरी झंडी दिखा दी गई है। कटौती के बाद की ये दरें एक अप्रैल,2008 से लागू होंगी।

शेयरों की लिस्टिंग अवधि घटाने की तैयारी

दलाल स्ट्रीट में हो रही एक बड़ी गड़बड़ी पर बाजार नियामक सेबी की नींद टूट गई है। सेबी ने कहा है कि प्राथमिक सार्वजनिक पेशकश [आईपीओ] की प्रक्रिया शुरू होने और शेयरों के सूचीबद्ध होने की समयसीमा को घटाने पर विचार जाएगा।

सेबी बोर्ड की बुधवार को हुई बैठक में यह फैसला किया गया। बोर्ड के सदस्यों को वित्त मंत्री पी. चिदंबरम ने भी संबोधित किया। उन्होंने सेबी से आग्रह किया कि छोटे व मझोले शहरों में निवेशक सुरक्षा को लेकर अपनी मुहिम और तेज करे। वित्त मंत्री ने सेबी को लोगों को लंबी अवधि के लिए निवेश करने के प्रति जागरूक बनाने के लिए कहा है।

बैठक के बाद सेबी के अध्यक्ष सीबी भावे ने पत्रकारों को बताया कि आईपीओ की अवधि से संबंधित हर मुद्दे की समीक्षा की जानी चाहिए। जब उनसे पूछा गया कि क्या मूल्य निर्धारण के मुद्दे पर भी सेबी विचार करेगी तो उन्होंने कहा कि ऐसा प्रस्ताव नहीं है। माना जा रहा है कि सेबी ने हाल ही में एक बहुत बड़ी कंपनी के आईपीओ में काफी विवाद होने के बाद यह फैसला उठाया है।

मौजूदा नियमों के मुताबिक आईपीओ के लिए आवेदन आमंत्रित किए जाने के दिन से 21 दिनों के भीतर शेयर बाजार में उसे सूचीबद्ध कराया जाना चाहिए। हाल ही में एक कंपनी ने 450 रुपये प्रति शेयर के भाव से आईपीओ लाने का ऐलान किया । बाजार विशेषज्ञों ने इसकी वास्तविक कीमत 1200 रुपये बताई। निवेशक इसे खरीदने के लिए टूट पड़े। पहले दिन ही इस कंपनी के शेयर 40 गुना ज्यादा ओवरसब्सक्राइब्ड हो गए। शेयर बाजारों में यह एक पखवाड़े बाद सूचीबद्ध हुए, तब तक बाजार काफी गिर चुका था। इसके चलते कंपनी के शेयरों के भाव अभी तक निर्गम मूल्य को नहीं छू पाए हैं।
जाहिर है कि निवेशकों के अरबों रुपये डूब चुके हैं। कंपनी के आईपीओ की कीमत निर्धारित करने वाली एजेंसियों ने यह कहते हुए हाथ झाड़ लिया कि उन्होंने उस समय के बाजार को देख कर कीमत तय की थी। इसके पहले भी इस तरह की घटनाएं हुई हैं। अब जाकर सेबी को यह लग रहा है कि अगर आईपीओ लाने और शेयरों के सूचीबद्ध होने के बीच समय घटा दिया जाए तो निवेशकों को ज्यादा चकमा नहीं दिया जा सकेगा।

सेबी ने कई कंपनियों के आईपीओ में हुए घोटाले में नेशनल सिक्योरिटीज डिपाजिटरीज लिमिटेड [एनएसडीएल] की संदिग्ध भूमिका की जांच-पड़ताल के लिए एक अलग समिति गठित करने का भी फैसला किया है। समिति की अध्यक्षता राष्ट्रीय न्यायिक अकादमी,भोपाल के डा. मोहन गोपाल करेंगे। आरबीआई के उप गर्वनर वी. लीलाधर और कंपनी मामलों के मंत्रालय के सचिव अनुराग गोयल भी इसमें सदस्य होंगे। मजेदार तथ्य यह है कि सेबी ने जब एनएसडीएल में आईपीओ में गड़बड़ी का आरोप लगाया था तब सेबी के मौजूदा अध्यक्ष भावे एनएसडीएल के अध्यक्ष थे। उस समय भावे ने सेबी के इन आरोपों को पूरी तरह से निराधार बताया था। सेबी का आरोप है कि वर्ष 2006 में एनएसडीएल ने डीमैट खाता खोलते समय पर्याप्त सावधानी नहीं बरती थी।

Within a week of a pro-people budget, the government has more to offer — 6 per cent increase in dearness allowance to Central government employees and interest subsidy on loans to the farmers.

This is likely to come up before the Cabinet on Friday.The move means that dearness allowance in the salary package of thousands of Central government employees would increase from 41 per cent to 47 per cent.Just last September, the government had increased dearness allowance from 35 per cent to 41 per cent.

For the government, the 6 per cent hike would mean an additional burden of over Rs 1,500 crore on the exchequer. The allowance would be applicable from January 1, 2008, and would benefit over one crore Central government employees.

CPC report on 31 March 2008

Sixth Pay Commission will submit its report on 31st March 2008 as stated by Finance Minister P. Chidambaram in his Budget speech. He hoped that the pay commission report will fulfill the expactations of lacs of Central Government Employees.He also proposed to change the Income Tax rate in view of the Sixth Pay Commission report. It will also benfit the employees. New rate of tax slabs are as follows:
0 - 1.50 lac : Nill Tax (1.80 lac for woman)
1.50 lac (1.80 lac for woman) to 3.00 lac : 10%
3.00 lac to 5.00 lac : 20%
5.00 and above : 30%
